Can non-OCUA people post comments?

By default, no. To do this without manual intervention, we'd need to allow anyone on earth to create an account, and we don't want to do that in order to prevent users from creating multiple accounts and/or creating accounts that can't be tracked back to a real identity (see [Why no handles or aliases for forum posts?]).

We can create non-Leaguerunner accounts for out-of-town users, but we'll only do that on a per-request basis for people that have a legitimate reason (ie: if you're the president of CUPA, or a tourney organizer, legendary ulty player, or something of that sort).
