Help Keep Your Playing Fields Safe!
As many of you are aware, OCUA is in a battle for its very
existence. If we lose the SOD fields before we have
replacements found, the ability of OCUA to function as it
has will be sorely tested. Our success in this endeavour
simply comes down to YOU and your involvement. Please read
the attached agreement between your league and the City of
Ottawa. More than that, please take the trouble to adhere to
its tenants. Games are scheduled fifteen minutes later at
SOD and UPI to give you time to get there safely; please
DON'T SPEED on Spratt or Manotick Station Roads. Slow right
down on the SOD lane and UPI parking lot. Don't litter.
Probably the most important thing you and your team can do
is to CARPOOL. This will get right to the heart of the
neighbours complaints, namely too many cars.
Please understand that what is happening to OCUA at the SOD,
is only the beginning. If we do not control ourselves at ALL
of our sites, then the conflicts with neighbours will
spread. The BOD of OCUA take this matter VERY seriously, and
will be looking into disciplinary actions it will take
against offenders. This is your Association, you can make
the difference between us all having an enjoyable year or
not. If you see a fellow member doing something stupid,
please approach them and tell them so; pier pressure is a
powerful motivator. If you wish to report an incident, then
get the relevant information, and contact me. Just as we are
all referees when on the field of play, we are all league
reps when at our sites.

Voluntary Agreement with Neighbours of the Sod Farm
Ottawa-Carleton Ultimate Association's (OCUA) has drawn up
this agreement to address the concerns of the neighbours in
regards to the use of Lot 29, Concession 1 Rideau Front on
Spratt Street (referred to as the Sod Farm) for Ultimate
Frisbee. This letter of intent will remain in effect until
December 31, 2003, which is the end date of the Proposed
Temporary Zoning By-law Amendment to permit Ultimate Frisbee
at the Sod Farm. It is OCUA's understanding that if the
agreement is not fulfilled, no temporary zoning will be
considered.
This letter of intent is in accordance with the
recommendations of the Planning and Development Committee
and Council of the City of Ottawa, presented at the Planning
and Development Meeting held on August 9, 2001.
To address the concerns of neighbours of the Sod Farm
regarding noise, dust, speeding, parking on the road and
garbage, OCUA, before the start of the 2002 summer league,
will:
1. Post stop signs at the exit of the lane from the Sod Farm
(traffic control);
2. Install a temporary speed bump on the lane approximately
20 to 30 metres from Spratt Road to reduce the speed of
vehicles exiting the site, as well as to reduce speed on
the lane (dust suppression, traffic control);
3. Install reflective markers along either side of the
entrance to ensure traffic remains on the paved section
of the entrance (traffic control, dust suppression);
4. Post speed limits of 20km per hour on the lane to
suppress dust in dry weather (dust suppression);
5. Investigate the feasibility of applying water or other
environmentally-friendly substance on the road surface to
reduce dust in dry weather (dust suppression);
6. Request that the City of Ottawa post "No Parking" signs
on Spratt Road directly in front of the Sod Farm (parking
on the road);
7. Reduce the use of fields at the Sod Farm as fields are
found and developed by the City of Ottawa. This is will
done on a one-for-one basis, with those fields situated
closest to the neighbours taken off-line first (noise
control);
8. Undertake a volunteer clean-up once each year; this clean-
up will include the roadside and ditches of Spratt Road,
directly in front of the Sod Farm and 100 metres along
the road in both directions extending from the property
line of the Sod Farm (garbage);
9. Communicate with OCUA members to ensure they are
cognizant of the concerns of our neighbours; this
communication will emphasize the importance of not
speeding on Spratt Road (traffic control, parking, dust
suppression, garbage).
